Troika — Russian for "three" — was founded in 2018 around three disciplines under one roof: land development, pre-development, and construction. That structure was built for one idea from day one: small, well-executed subdivisions delivered from raw land to finished home. Before Troika, our founder built the way most builders do — renovations and ground-up homes wherever a deal looked viable, one project at a time. Troika was created to replace opportunism with concentration: projects grouped into small subdivisions in targeted areas, executed through dedicated arms for land development and construction. For several years we also ran a pre-development services division handling entitlement and permitting for third-party developers at scale. That experience taught us the industry's most expensive lesson — not on our projects, but on everyone's: the hardest part of a construction project isn't building it. It's starting it. We watched lenders close construction loans and then wait months while surveys, zoning, plats, utilities, and permits ground forward. Capital committed. Interest accruing. Nothing built. So we rebuilt Troika around eliminating that wait. Today, WinCor Development acquires and subdivides land, carrying every lot through entitlement and permitting before it's ever offered — so when a contractor, developer, or lender engages a Troika lot, construction starts now, not next year.
